Helichrysum calvertianum has many papery ‘petals’ in several rows. This looks like an Olearia to me. There are several possibilities.

Whilst it does look like an Olearia I think this one is H. calvertianum - as per comments by others and the dead flowers do look like this - though from a quick look it can look deceptively like an Olearia
