C.gunnianum is most likely I suspect (given that the upper cauline leaves are woolly), but I've got a shadow of a doubt given that I can't tell whether or not the leaves are discolourus and some foliage appears almost bristly as per C.scorpioides
The trick with the mowing (or grazing) is to stop when the plant is flowering or seeding, or else mow at a height that doesn't affect this species but does suppress the grasses.
